The brief formed part of the Water Space master plan developed by the practice. The Harbour Master Building was located at the centre of Paddington Basin between the active and static zones and with easy visibility to the east and west of the basin activities. Integrated with the facility the proposal includes a bridge connecting the north and south of the tow paths.
